QADER for Community Development
History:
<p>QADER for Community Development is a Palestinian non-governmental, not-for-profit, and independent organization dedicated to promoting better well-being of persons with disabilities in Palestine. Since its founding in 2008, QADER has assumed its functional responsibility thereinafter addressing the disability issue from a human rights perspective, and demonstrated a rights’ based approach in tackling the various issues of persons with disabilities.</p><p>QADER has driving strategies for its core programs; mainly, capacity development, empowerment, and awareness; and focuses on development models that are based on thorough analysis of the context and needs of persons with disabilities and key stakeholders. Since its founding, several models were developed, piloted, replicated, or scaled up in many areas and fields, including local government, higher education, awareness in education system, social & economic empowerment of person with disabilities and their families, and others.</p><p>QADER has gone beyond the fact of being a newly established NGO, and achieved significant contributions in the disability sector. In fact, the professional capacity of QADER’s governance body, management team, and staff has fostered fast track developments at QADER, both at the level of program development, national presence and recognition, and at the level of internal capacities.</p><p>QADER is currently recognized as one of the few organizations on the national level that addresses the disability issue from a human rights perspective and focuses on mainstreaming the needs and rights of PwD in the various domains.</p>

Mission:

Objectives:
<p>QADER has four strategic objectives for the years 2011 – 2013:</p><p>1. Develop the capacities of relevant organizations to respond to the needs of persons with disabilities on the basis of their national and international rights.</p><p>2. Promote the social and economic capacities of persons with disabilities, mainly youth, human and social capabilities, and support their inclusion into the labor market.</p><p>3. Foster policy dialogue and networking with relevant stakeholders in pursuit of promote equality and social justice for PwD through developing policies, programs, and national legislations that are consistent with international human rights norms and standards.</p><p>4. Promote human rights of persons with disabilities through monitoring and documentation of violations, advocacy & legal representation, Research and dissemination of information pertinent to PwD rights and issues.</p>
