The idea of establishing the Saraya was the practical response to the grave conditions that the Palestinian people, and in particular the Jerusalemites, encountered especially with the beginning of the first Intifada in 1987.
1. Rehabilitating the women sector through training courses so that women may attain the skills to become productive members in the community.
2. Developing the quarters of the Old City culturally and socially through a variety of programs and activities geared towards children and youth.
3. Preserving the Arab character of Jerusalem and consolidating the presence of national institutions within the Old City.
