NDC Annual Report 2009

NDC is a non-profit, non-governmental organization established in response to the need for a sustainable Palestinian mechanism for providing support to the NGO sector. By providing technical and financial support, NDC works towards developing the capacities of Palestinian NGOs for delivering quality services, especially to the poor and the marginalized; enhancing their self-reliance; and empowering them to be more sustainable.

Tracking External Donor Funding to Palestinian Non -Governmental Organizations in the West Bank and Gaza Strip 1999 -2008

Between 1999 and 2008, external aid to the West Bank and Gaza Strip increased by over 600% to 3.25 billion US Dollars per year. During the same time period, external aid to Palestinian Nongovernmental Organizations (PNGOs) increased by over 500% from 48 million US Dollars in 1999 to 257 million in 2008. Throughout this period the level of external aid received by PNGOs fluctuated, however, it averaged around 10% over the 10 year period.

Title: Development Projects Programme Manager.

Duration: one year - renewable (full time).

Overall Responsibilities: To be responsible for the overall management of IR development projects in a professional and efficient manner, including providing guidance on the strategic expansion of the programme, identifying appropriate areas and sectors of intervention and preparing proposals for such interventions.

Candidates must possess the following competencies:
 Bachelor degree, preferably post-graduate degree in economic/ social development, management, or related field.
 Minimum of ten years’ experience of working in similar field, preferably with INGOs.
 A proven experience of effective project designing and management.
• Experience in projects planning, monitoring, evaluation & appraisal.
• Experience and knowledge of budget control.
• Fluency in English & Arabic (written and spoken)
• Strong communication, interpersonal & technical skills.
• Ability to multi-task effectively as well as display professionalism and confidence.

This request for expressions of interest follows the general procurement notice for this project that appeared in dgMarket on August 16, 2010.

The NGO Development Center (NDC) has received financing in the amount of US$ 2 million equivalent from the World Bank, and in the amount of EUR 5 million equivalent from the French Agency for Development (AFD), toward the cost of the Palestinian NGO IV Project, and intends to apply part of the proceeds of this grant to payments under the contracts for Financial and External Audits for 2012, 2013.

The NGO Development Center (NDC) has been requested to implement the World Bank-financed Palestinian NGO IV Project over the period August 2, 2010 through June 30, 2013 and the AFD co-financed PNGOIV Project in the West Bank and Gaza Strip, and HR/GG Consortium donors.

Other main projects under implementation by NDC are:

1. NDC received grants from the International Development Association (IDA) and the Agence Française de Dévelopement (AFD) in an amount of US$2 million and € 5 million (US$ 6 million equivalent) respectively; toward the cost of Palestinian NGO IV project.

a. World Bank-financed Palestinian NGO IV Project over the period August 2, 2010 through June 30, 2013,
b. Agence Française de Dévelopement (AFD) financed Palestinian NGO IV Project over the period July 1, 2010 through June 30, 2013.

2. Human Rights and Good Governance Program financed by four donors namely Sweden, Switzerland, Denmark and Netherland for US$ 16.20 Million, over the period January 1, 2010 to June 30, 2013 (phase II).

 

The services include at least the following:
a. Submitting a full package of financial statements and management letter,
b. Audit of sub-Projects,
c. Compliance with specific covenants of the Trust Fund Grant Agreement, (e.g., compliance with the funding requirements of NGOs, hiring of Technical Assistant, etc.); and review all correspondences with the Donor,
d. Internal controls as specified in the Project Operations Manual (POM) and the Financial and Administrative Manual of procedures (FAMP) have been duly complied with during the implementation of the project;

The NGO Development Center (NDC) now invites eligible Audit firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 for the Least Cost Selection (LCS)

The NGO Development Center (NDC) has been managing the Secretariat for Human Rights and Good Governance (HR/GG Secretariat) since July 2008 on behalf of four European donors; namely: Switzerland, Sweden, Denmark, and the Netherlands.  The Secretariat provides financial and technical support to NGOs operating in the occupied Palestinian territory (oPt) which promote, support, protect, and monitor the observance of human rights and good governance.  The overall development objective of the support is to improve human rights and good governance in oPt.
 
NDC is now implementing the second phase of the secretariat which extends until June 2013. The Secretariat/NDC administers a separate “Sector Development” budget provided by the donors to facilitate and support institutional capacity development targeting the partner NGOs.
 
NDC intends to apply part of the grant for: Providing Technical Assistance in Good Governance, Advocacy and New Media to Partner NGOs , as partofcapacity building program that  focuses on three major areas : a) Financial issues. b) Advocacy, communication, networking, and new media and c) Good governance.
 
 
Assignment Objective:
The objective of this assignment is to provide Good Governance, Advocacy and New Media Technical Assistance (training and coaching interventions) to 13 HR/GG NGOs located mainly in Jerusalem and Tel Aviv, through a comprehensive development plan for each NGO.
The main areas of intervention that were identified through the needs assessment process include:
 
  1. Advocacy and new media    
  2. Good governance and organizational development
 
The services include at least the following:
-        Carry out individual meetings, interviews and workshops with key NDC staff
-        Review all available related Project documents, NDC requirements and needs assessments documents.
-        In close coordination with NGOs and NDC staff, review the current status of the NGOs organizational capabilities prepare a customized action plan for each of them.
-        Attend orientation sessions with NDC staff to discuss the proposed action plans
-        Train, coach, and assist the organizations in implementing the agreed upon action plans (mentioned above)
-        Prepare tailored exit strategies for each NGO to ensure the sustainability of the interventions at the level of capacities and knowledge gained.
 
 
 NDC now invites eligible consultancy firms or teams of consultants to indicate their interest in providing the services. Interested consultancy service providers must submit information indicating that they are qualified to perform the services. (CVs, Brochures, description of similar assignments, availability of appropriate skills among staff, etc.)
 
 
Qualifications of the Consultant:
-          Consultant"s profile should reflect experience in actual delivery of organizational development training and capacity building interventions using long term change approach.
-          Proven record of providing technical assistance through coaching, mentoring and training is required.
-          Ability to work in Jerusalem. 
-          The  team should at least consist of:
o   Experienced team leader (holding graduate degree or equivalent, in a related field with at least 12 years of relevant experience).
o   Minimum two qualified key team members with at least 10 years of solid experience in good governance.
o    Minimum three qualified key team members with at least 5 years of solid experience in advocacy and new media.
-          All team members should show proven track record in working with NGO’s with particular focus on coaching and training skills. .
o   Consultants must be proficient in three languages: Arabic, English and Hebrew
