Tracking External Donor Funding to Palestinian Non -Governmental Organizations in the West Bank and Gaza Strip 1999 -2008

Between 1999 and 2008, external aid to the West Bank and Gaza Strip increased by over 600% to 3.25 billion US Dollars per year. During the same time period, external aid to Palestinian Nongovernmental Organizations (PNGOs) increased by over 500% from 48 million US Dollars in 1999 to 257 million in 2008. Throughout this period the level of external aid received by PNGOs fluctuated, however, it averaged around 10% over the 10 year period.

This report details this situation as it relates to one of the worst affected areas: the Jordan Valley. Water scarcity, abysmal sanitation facilities and polluted water resources present a constant challenge to the survival of this already vulnerable community.

Since the start of the Oslo process, new master plans for the development of the Palestinian water sector have appeared on a regular basis. However, the Israeli occupation of the West Bank and the siege of the Gaza Strip have prevented the vast majority of the recommendations contained within these master plans from being implemented.

Palestinian youth have played a pioneering role in shouldering the burdens of the Palestinian national struggle making them a key factor in maintaining national identity and the emergence of the Palestinian national movement and its political forces. As a result, young people have been the most exposed to political and military violence, with many being killed, injured, detained, tortured and deported.

Mapping of Organizations Working With Youth in the oPt

This exercise was a mapping of all organizations dealing with youth. Some of them are involved only in youth related activities while others are involved in some projects related to youth.
Over 540 organizations were approached: about 300 were from the West Bank and the rest were from the Gaza Strip, as noted in figure 1, below. Due to the problems of getting the filled questionnaires from the Gaza Strip, the team in Gaza was requested to retype all the answers so that they can send the material electronically for data coding and data entry in Ramallah.

This short study seeks to tackle broadly the issues and concerns facing all those charged with legally protecting the rights of Palestinians. First, it outlines both the legal landscape of the OPT in which the HCJ operates and the international legal standards applicable to the OPT. It then surveys the nature and effect of some of the Court’s jurisprudence throughout the period of the occupation under a series of headings, before focusing specifically on some important decisions that have been handed down since Al-Haq’s last study of the Court was published in 2004.
