Qualifications Required
 
·         Graduate degree in International Development, Social Science, or relevant fields
·         Prior experience in monitoring and evaluation for development programs and projects
·         Prior experience in conducting assessments and surveys, proposal development, program design, selection of indicators of achievements, preparation and implementation of monitoring and evaluation plans, and data collection and analysis
·         Strong English writing skills required for extensive reports
·         Prior experience in international relief and development
·         Very good computer skills
·         Strong organizational skills

 
Information Technology Officer:

Qualifications Required

·   Bachelor degree in Computer Science, Computer Information Systems, or Information Science and Technology
·   At least 3 years experience in the fields of information technology
·   Professional knowledge in:
1.       Computer hardware and software highly technical systems and programs
2.       Computer networks, network administration and network installation
3.       Computer troubleshooting hardware and software
4.       Computer viruses and security
5.       E-mail, internet programs, and server operations

Monitoring and Evaluation Officer

S/he will manage the M&E systems, coordinating data collection, analysis, and storage as well as reporting to Mercy Corps and USAID.
Start Date: As soon as possible Duration: Two years (Full time)

Responsibilities:

- Design the monitoring and evaluation system for qualitative and quantitative results expected from Right Start! Project.
- Oversee the implementation of the monitoring and evaluation systems and preparation of reports for the project.
- Review and assist in preparation of evaluation materials based on surveys and other collections of results information.
- Implement the Project Performance Plan (PMP) by ensuring all M&E data collected in a timely manner.
- Conducts periodic reviews and assessments of quality of program implementation, and drafts reports for Mercy Corps and USAID and others as needed by the Program Director.
- Report writing and editing, including compilation of information and preparation of periodic project progress reports and additional reports requested by Mercy Corps and USAID.
- Maintain USAID web-based Geographic Management Information System (GEO-MIS) and TraiNet database and other project internal databases.
- Track and evaluate project results.
- Collect required data for the monitoring and evaluation system.
- Makes site visits to ensure data collection validity and reliability.
- Participates in design and modifications to the M&E system.
- Maintains and recommends improvements in the M&E system.
- Submit Monthly Geo-MIS and indicator reports.
- Participates in development of annual work plans.
- Other duties as may be assigned.

Qualifications:
- Academic degree (minimum Bachelors in social sciences, statistics or related field).
- Minimum of four years relevant experience and knowledge in monitoring and evaluation processes and operational experience in social development aspects.
- Experience in implementing monitoring and evaluation systems on USAID funded projects. Experience in USAID GEO-MIS and TraiNet preferred.
- Skills and experience in data collection and analysis.
- Good computer skills in Microsoft Word, Excel, Access and SPSS.
- Strong communication skills and the ability to work with different stakeholders.
- Fluent Arabic and high standard of spoken and written English.
- Valid driving license.

The NGO Development Center (NDC) is a Palestinian non-profit non-governmental organization whose main function is to provide technical and financial support to Palestinian non-governmental organizations (NGOs) to empower them to respond to the needs of the poor and marginalized in the West Bank and Gaza Strip. In line with NDC’s mandate, NDC is currently seeking to fill the following position to be based at its office in Al-Ram.
Post Title:       Finance Officer
Reports to:     Finance and Administration Manager (FAM)
Location:       The Finance Officer will be based at the NDC Offices in Al-Ram, and is
                        required to travel extensively throughout the West Bank, East Jerusalem and
                        Israel.

The Finance Officer reports directly to the Finance and Administration Manager (FAM) and coordinates closely with grants programs’ unit. The Finance Officer is responsible for reviewing the financial statements and internal financial reports, providing support to the Partner NGOs and producing financial reports to the donors and NDC management as needed.
 
Functions of the Accountant:

·         Review and analyze the audit reports and financial statements submitted by the partner NGOs to ensure compliance with the donors’ requirements.
·         Provide feedback to NGOs on their financial statements and audit reports.
·         Ensure that the NGOs budgets and expenditures are in line with their agreed upon budgets and strategic plans.
·         Identify/Improve the financial reporting capacity of the partner NGOs.
·         Provide support to and work closely with the NGOs to ensure a quality and timely submission of the semi annual and annual financial reports.
·         Assess the existing internal controls of the NGOs and provide support and guidance where needed.
·         Keep track of requests for payments and disbursements made to NGOs.
·         Carry out the financial appraisal of proposals for grants submitted to NDC and submit recommendations to the Technical Assessment Committee (TAC) at NDC as needed.
·         Maintain a computerized and up-to-date filing system of the project.
·         Undertake any assignments or duties requested by the FAM.
 
Education and Experience
  1. Have a B.A degree in accounting or finance. Audit experience is an asset.
  2. Have at least five years of experience working with NGOs.
  3. Knowledge of procurement procedures.
  4. Excellent communication skills both in English and Arabic
  5. Ability to work in a team.
  6. Computer skills and a valid driving license.
