Invitation for Palestinian NGOs to submit Subprojects Proposals
Social Recovery and Job Creation Project
Support to Women and the Disabled
With financing from the World Bank through the Ministry of Planning and International Cooperation, the NGO Development Center (NDC) announces the availability of funding to Palestinian Nongovernental Organizations (NGOs) operating in the West Bank, through a call for proposals under the “Social Recovery and Job Creation Project”.
The call for proposals is dedicated to support women and persons with disabilities (PWD) to grow and sustain existing businesses or create new ones. Women and persons with disabilities are active in a broad range of sectors as producers, such as agriculture and handicrafts; importers; service providers, such as tailoring, food, cleaning; and processors, such as beauty products and value addition in the agriculture sector, where many struggle with product certification. The project aims to improve both business management practices and access to finance. Grant funding will be provided under the project for individuals and for groups of women/cooperatives to sustain and scale businesses and offered to grantees without any additional funding stipulations
Eligibility Criteria:
To apply for a grant under this call, the applicant NGOs in the West Bank are allowed to submit only one subproject proposal. Applicant NGOs must fulfill all the following eligibility criteria:

Applicant institution is Palestinian non-governmental, non-profit and non-partisan organization.

Applicant has been officially registered for at least 5 years by the date of submission of the proposal and is able to provide evidence of legal registration.

Applicant has been operating in the West Bank for at least 3 years.

Applicant has an operational bank account from an accredited bank and evidence has been provided.

Applicant has a demonstratable track record working on income generation/job creation projects with women and/or PWD.

Applicant’s financial and administrative systems are deemed adequate.

The average annual total disbursement over the last three accounting periods is not less than USD 500,000.

Subproject duration cannot exceed 24 months.

The requested grant amount should be a minimum of US$ 500,000 and a maximum of US$ 1 million.
Beneficiaries’ eligibility/selection criteria:
Applicant NGOs must develop detailed beneficiaries’ eligibility/selection criteria in their proposals to NDC, and a detailed methodology for screening and selecting beneficiaries’ businesses following principles of accountability and transparency. Grant funding will be provided to beneficiaries in the range of US$1,000 to $30,000 for individuals and up to US$60,000 for groups of women/cooperatives. Such grants would be used to purchase i) inputs (e.g. equipment, materials, internet and energy costs etc.), and ii) marketing and business development (e.g. insurance, registration, certification costs, etc.).

Submission Date: To submit your project proposal, you must provide one printed hard copy delivered by hand to the NDC office. Ensure this copy is clearly labeled and sealed within an envelope. Additionally, one electronic copy must be completed and submitted via the designated online portal: https://pmis.ndc.ps/pmis/ngo-login. Please note that the absolute final deadline for all submissions is Monday, July 14, 2025, at 2:00 PM. Proposals sent by fax or email will not be accepted.
