Consultancy Opportunity: Environmental and Social Planning and Management Consultant

Project: Social Recovery and Job Creation Project – Component 2: Support to Women and the Disabled
Location: Palestine (West Bank)
Contract Type: Time-Based Consultancy
Duration: Until March 1, 2028 (approx. 120 days over 4 years)


The NGO Development Center (NDC) is seeking a qualified Environmental and Social Planning and Management Consultant to provide expert support for the implementation of the Social Recovery and Job Creation Project, funded by the World Bank and implemented by NDC.

About the Consultancy:
The consultancy aims to strengthen the environmental and social safeguards of the project activities under Component 2, which focuses on empowering women and persons with disabilities through business development grants.

Scope of Work:
The consultant will:

  • Serve as the main point of contact for environmental and social (E&S) issues between NDC, MoPIC, and partner NGOs.
  • Review and contribute to project documentation, including the Environmental and Social sections of the Operations Manual.
  • Support the selection process of partner NGOs by evaluating environmental and social safeguards compliance.
  • Deliver training and capacity building to partner NGOs on environmental and social mitigation measures and grievance redress mechanisms (GRM).
  • Conduct monitoring visits to ensure adherence to environmental and social standards on subprojects.
  • Prepare and submit regular reports on environmental and social performance and GRM implementation.

     

Required Qualifications:

  • MSc degree in Environmental Engineering, Environmental/Social Sciences, or a related discipline.
  • At least 5 years of relevant experience, preferably with World Bank or AFD-funded projects.
  • Comprehensive knowledge of applicable national and local environmental and social laws and standards.
  • Experience collaborating with NGOs is preferred.
