CIVIL SOCIETY ORGANISATION (CSO) INITIATIVE SCHEME

Strengthen Local CSOs to Provide Protection Services to Women and GBV Survivors in Palestine

 

The NGO Development Center (NDC) announces the availability of funding to Palestinian civil society organisations (CSOs) through a call for proposals under the “Strengthen Local CSOs to Provide Protection Services to Women and GBV Survivors in Palestine” Project funded by the Agence Française de Développement (AFD).

The call for proposals is dedicated to provide protection services to women and GBV survivors through CSOs in the West Bank. Duration of the selected subprojects shall cover a period from 18 to 24 months. Designed with the overarching goal of providing protection, support, and prevention services through CSOs to target women and to strengthen the institutional capacities of these CSOs, this call for proposals aims at meeting the needs of vulnerable women and girls, specifically GBV women and girls survivors, by providing relevant social, sexual and reproductive health services, mental health and psychosocial support (MHPSS), legal services, rapid livelihood support, etc.

 

Eligibility Criteria:

To apply for a grant under this call, the applicant CSO in the West Bank is allowed to submit only one subproject proposal.  Applicant CSOs must fulfill all of the following eligibility criteria:

CSOs eligibility criteria:

  1. Palestinian non-governmental, non-profit and non-partisan organization;

  2. Officially registered for at least three years;

  3. Has a solid track record in implementing relevant subprojects;

  4. Has an operating office in the West Bank;

  5. Financial management and administrative systems are adequate to implement subprojects;

  6. Has annual audited financial statements by a qualified external auditor.

 

Subprojects eligibility criteria:

  1. The subproject targets women and girls and GBV women and girls’ survivors.

  2. The subproject duration is between 18 and 24 months.

  3. The subproject budget has at least 15% contribution from the CSO.

  4. The subproject grant applied for should not be less than EUR100,000 and does not exceed EUR200,000.

  5. The subproject budget per year shall not represent more than 70% of the CSO average annual resources over the last three accounting periods.

Submission Date: To submit your project proposal, you must provide one printed hard copy delivered by hand to the NDC office. Ensure this copy is clearly labeled and sealed within an envelope. Additionally, one electronic copy must be completed and submitted via the designated online portal: https://pmis.ndc.ps/pmis/ngo-login. Please note that the absolute final deadline for all submissions is Tuesday, September 23, 2025, at 2:00 PM. Proposals sent by fax or email will not be accepted.
