Established in 2006 as an independent non-profit nongovernmental organization, the NGO Development Center (NDC) provides financial and technical support to NGOs through its various programs and grant-making schemes. NDC empowers NGOs to help them perform with improved quality and outcomes while increasing access to services by the most vulnerable.

NDC is currently seeking a dynamic Program Officer with excellent conceptual, analytical and organizational skills to be based in its main office in Al-Ram. The Program Officer reports to the NDC Director or his designee and will be responsible for a portfolio of women empowerment, gender mainstreaming, and health service–based initiatives, implemented by Civil Society Organizations across the West Bank.

Position: Program Officer

The Program Officer (PO) is the first and direct point of contact with the CSOs and the local community. His/her position ensures the flow of information and efficient communication between CSOs and the NDC. The PO’s main responsibility is to monitor projects implemented by CSOs and report regularly on progress and achievements. He/she will also be responsible for providing recipient CSOs with information and instructions regarding the NDC programs, including policies and procedures. The PO also represents a valuable capacity building resource.

 

Position Duties:

  • Serve as the focal person with the grantee CSOs within the overall management of the projects portfolio, working closely and in coordination with the NDC team, as well as representing a valuable resource in the fields of women empowerment, gender and health.
  • Develop detailed periodic activity plans and budgets as required.
  • Ensure flow of information and adequate communication between grant recipient CSOs and NDC, providing recipient CSOs with information and guidance regarding the projects implementation, and applicable policies and procedures.

  • Monitor projects implementation through field visits and ensure adherence of CSOs to the signed agreements, work plans, budgets, disbursements and projected outputs.
  • Provide hands-on technical assistance to grants recipients and timely feedback on all aspects of projects implementation.
  • Identify coordination initiatives, issues and actions among CSOs and other stakeholders to be taken up in policy coordination discussions.
  • Initiate meetings and forums for networking, coordination and sharing of experiences among CSOs.
  • Identify, plan and monitor the implementation of technical assistance interventions.
  • Review and approve CSOs reports, as well as periodic reports identifying achievements, problems faced and proposed solutions.
  • Prepare timely high quality periodic progress reports, in coordination with the NDC team members.
  • Engage external consultants as necessary, prepare Terms of Reference and manage the consultancy assignments and the consultants engaged.
  • Assume any other related activities as requested by the Director.

Qualifications and Competencies:

  1. Degree in social sciences, health, gender, economics, or other development-related fields

  2. 5 years of proven experience in a comparable environment working with civil society organisations.

  3. Knowledge of the NGO sector and the development environment in general.
  4. Good facilitation, partnership and outreach skills, building alliances and networks, and maintaining good relations with partners and stakeholders.
  5. Excellent project cycle management and monitoring and evaluation skills.
  6. Ability to coordinate and follow up multiple projects.
  7. Strong communication, analytical and writing skills in Arabic and English
  8. Valid driving license.
