The Norwegian Refugee Council (NRC) is pleased to announce the launch of the Expression of Interest (EoI) process for potential partnership opportunities with NRC. This EoI is specifically intended for organizations that have the capacity and are implementing activities in one or more of the following sectors: Shelter, Site Management, Protection, Water Sanitation & Hygiene (WASH), or Livelihoods & Food Security (LFS).
NRC has been operating in Gaza and in the West Bank, including East Jerusalem, since 2009 addressing the regions deeply rooted structural challenges. NRC’s mission is to ensure that Palestinians affected by or threatened by displacement have access to humanitarian assistance and protection. NRC implements its programs through a robust and adaptive approach. Over the past decade, we have invested heavily in building strong partnerships with impartial local organizations. In addition to local partnerships, NRC forms consortia with other international actors to leverage key expertise and response capacities.
NRC supports displacement-affected communities in the Gaza Strip and the West Bank through a range of sectoral interventions. In Shelter, NRC works to provide safe, dignified, and durable housing solutions, including emergency shelter assistance and rehabilitation of damaged homes. In Site Management, NRC Supports displaced populations by coordinating services within displacement sites, improving living conditions, ensuring community participation, and strengthening accountability to affected communities. In Protection, NRC focuses on safeguarding the rights and well-being of vulnerable groups, enhancing access to essential services, and strengthening community-based protection mechanisms. Through WASH interventions, NRC ensures access to safe water, sanitation, and hygiene facilities, promoting healthier living conditions in affected communities. In Livelihoods and Food Security (LFS), NRC supports individuals and households to restore and strengthen their livelihoods through skills development, cash assistance, and income-generating activities. Together, these Core Competencies aim to deliver an integrated and comprehensive response that addresses both immediate humanitarian needs and longer-term resilience.
The purpose of this EoI is to establish a pool of local and national NGO partners relevant to NRC's country strategy.
By participating in this EoI process, your organization will have the opportunity to be added to the local partner pool as a partner in the mentioned sectors. Once the pool of partners is established, NRC and selected organizations will sign a letter of engagement to confirm the commitment to the partnership and explore relevant funding opportunities.

Kindly ensure that all required documents are fully completed and submitted by August 31st 2025 Applications must be sent via email to [email protected] with the subject line: Submission of EOI – Application Package – NRC Partnership – [Name of Your Organization] – Please specify in the subject line the name of the sector your organization is interested in and has the capacity to work with. If you are interested in partnering in more than one sector, please submit a separate application for each.
Only applications received by the deadline will be considered. Please note that submitting the required documents does not guarantee progression to the next stage. The EOI Committee will review and score applications based on the criteria outlined in the ToR, in a transparent and fair manner.

The selection process will involve a review of the submitted EoIs by a panel established by NRC, consisting of program, compliance, and senior management representatives. Organizations with the highest scores will proceed to the next stage, which includes organizational capacity assessment and due diligence checks.
